Financial performance feedback

After the first six months of the financial year, the club is well ahead of the planned budget. The main contributing factors to this were better than budget membership fees, halfway house and conference facility income, pro shop sales and cart rentals. Even though the wet winter months could still provide some challenges from an income perspective, the committee is carefully optimistic that we will be able to bank our gains. These funds will then be allocated to both strengthen our reserves and implement key initiatives as prioritised by the committee.

Rounds and membership

For the first 6 months of the year, 20,529 rounds were played which is 910 more than what was budgeted. We have 288 full members, which is exactly the same as the previous financial year. There are 17 less senior members, but we had growth of 22 members in our under 35 category.

Another interesting statistic is when we compare the first six months of 2016 with 2015, we had 1,129 fewer member 18-hole rounds, but 2,599 more visitor 18-hole rounds in 2016. The committee will be looking at the potential reasons for the drop in member rounds during this time.

Current initiatives and projects

One of the major challenges any committee faces is to prioritise and action a set of projects or requirements that far exceeds the available funds. Each of the subcommittees will bring their own set of requests to the main committee for consideration. This inevitably creates lively debates to decide which of these projects or initiatives needs to be prioritised when funding, capacity to implement and overall benefit to the club at large is considered.

One of the most critical processes the committee is embarking on at the moment is the evaluation of different options for the maintenance of the course and the equipment. The current contract with GolfData is only in place to the end of this year. The request for proposal will be sent out by the middle of August. Any member is more than welcome to ask me for a copy for comment and suggestions.

Hollow Tining Dates

The course will be closed for hollow tining on Sunday, 28 August, in the afternoon and the whole of Monday, 29 August and Tuesday, 30 August. All Bellville members will have reciprocity at Durbanville Golf Club during these days.

Vantage golf day is taking place on the 8th of September 2016.




As we all know, the wet Winters can play havoc on our course. In these conditions, Bellville is not the easiest course to walk and therefore we always try our best to allow members and visitors to use carts. We do ask for the members and visitors to be considerate when driving on the course. As a general rule, please use the cart paths and the rough when the course is as wet as it is at the moment. A significant amount of maintenance time and costs are currently being used to repair damage that is caused by carts.

Rule 30 - Three-Ball, Best-Ball and Four-Ball Match Play

30-3 Best-Ball and Four-Ball Match Play

a. Representation of Side
A side may be represented by one partner for all or any part of a match; all partners need not be present. An absent partner may join a match between holes, but not during play of a hole.

b. Order of Play
Balls belonging to the same side may be played in the order the side considers best.

c. Wrong Ball
If a player incurs the loss of hole penalty under Rule 15-3a for making a stroke at a wrong ball, he is disqualified for that hole, but his partner incurs no penalty even if the wrong ball belongs to him. If the wrong ball belongs to another player, its owner must place a ball on the spot from which the wrong ball was first played.

(Placing and Replacing – see Rule 20-3)

d. Penalty to Side
A side is penalised for a breach of any of the following by any partner:
Rule 4 - Clubs
Rule 6-4 - Caddie
• Any Local Rule or Condition of Competition for which the penalty is an adjustment to the state of the match.

e. Disqualification of Side

(i) A side is disqualified if any partner incurs a penalty of disqualification under any of the following:
Rule 1-3 - Agreement to Waive the Rules
Rule 4 - Clubs
Rule 5-1 or 5-2 - The Ball
Rule 6-2a - Handicap
Rule 6-4 - Caddie
Rule 6-7 - Undue Delay; Slow Play
Rule 11-1 - Teeing
Rule 14-3 - Artificial Devices, Unusual Equipment and Unusual Use of Equipment
Rule 33-7 - Disqualification Penalty Imposed by Committee

(ii) A side is disqualified if all partners incur a penalty of disqualification under any of the following:
Rule 6-3 - Time of Starting and Groups
Rule 6-8 - Discontinuance of Play

(iii) In all other cases where a breach of a rule would result in disqualification, the player is disqualified for that hole only.

f. Effect of Other Penalties
If a player’s breach of a rule assists his partner’s play or adversely affects an opponent’s play, the partner incurs the applicable penalty in addition to any penalty incurred by the player.

In all other cases where a player incurs a penalty for breach of a rule, the penalty does not apply to his partner. Where the penalty is stated to be loss of hole, the effect is to disqualify the player for that hole.
